Notice to Bidder
NOTICE IS HEREBY GIVEN THAT sealed bids, addressed to the City of Orange, will be received at the office of the City Secretary, City Hall, 812 N. 16th Street Orange, Texas 77630 until Monday, April 7th, 2025, by 2:00 p.m., and all bids received will be opened and read aloud. Any bids received after the cut-off time will be returned unopened.
Please submit one (1) marked original and two (2) exact duplicates of the executed offer on the Bidding Form furnished in the Bid Packet, bids must be fully sealed inside an envelope when submitted. If your packet is sent via courier package, the sealed envelope must be placed inside the courier package. The bidder’s information must be clearly marked in the upper left-hand corner on the outside of both the sealed envelope and courier package. The name of the project and project number must be clearly marked on the bottom lower left-hand corner of both the envelope and courier package:

Sunset Park Subdivision - Sewer Line Improvements
The City of Orange has received funding through the Texas General Land Office Community Development Block Grant – Disaster Recovery Program to rehabilitate sewer lines and relocate utility lines; remove and replace manholes; install trench protection; complete bypass pumping; install residential and street taps, meter boxes, and fire hydrants; install fencing; and complete erosion control and associated appurtenances in and along the Sunset Park subdivision.
The General Conditions, Bid Specs, and Bid Form are on file at the City of Orange Public Works Department located at 303 N. 8th Street, Orange, Texas 77630.
A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid [for those contracts that exceed $100,000]. A certified check or bank draft payable to the City of Orange or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond.
Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Texas General Land Office and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual identity, gender identity, or national origin.
Section 3 Business Concerns, Small Business Enterprises, Minority-Owned Businesses, Women-Owned Businesses, and labor surplus firms are encouraged to submit a bid. The City of Orange is an Affirmative Action/Equal Opportunity Employer.
Respondent certifies that they are eligible to participate in this BID and have not been subjected to suspension, debarment, or similar ineligibility determined by any federal, state, or local governmental entity. Entities ineligible for federal procurement are listed at https//www.sam.gov.
The City of Orange reserves the right to reject any and all bids to waive any informality in bids received and to accept the bids most advantageous to the City.

A Non-Mandatory Pre-Bid Conference will be held Wednesday, March 26th, 2025, at 10:00 a.m. at the City of Orange Neighborhood Facility Meeting Room, 303 N. 8th Street Orange, Texas.
